The city of Tokyo (Tokyo-shi) is located in Tokyo Prefecture (Tokyo-to).
Although the Tokyo Metropolitan Area occupies less than 4% of Japanese territory, it is inhabited by over one-quarter of the Japanese population and generates almost one-third of Japan's gross national product.
One-seventh of Tokyo is zoned as agricultural land and the average height of buildings is less than two stories.
Metropolitan Tokyo (Tokyo-to) comprises 23 central wards, 26 outlying cities, 7 towns, and 8 villages.
The Metropolis of Tokyo and Tokyo Prefecture are coextensive.

Wards (-ku)
Located near Tokyo Bay, the 23 wards of central Tokyo are:
Adachi-ku, Arakawa-ku, Bunkyo-ku, Chiyoda-ku, Chuo-ku (Central Ward), Edogawa-ku (Edo River Ward), Itabashi-ku, Katsushika-ku, Kita-ku (North Ward), Koto-ku, Meguro-ku, Minato-ku (Harbor Ward), Nakano-ku, Nerima-ku, Ota-ku (aka Ohta-ku), Setagaya-ku, Shibuya-ku, Shinagawa-ku, Shinjuku-ku, Suginami-ku, Sumida-ku, Taito-ku, Toshima-ku

Business is conducted primarily in the Chiyoda, Chuo, Minato, and Shinjuku wards.
Tokyo Teleport Town is a new waterfront subcenter constructed by the Tokyo Metropolitan Government in order to decentralize the overcrowded city center. This business and residential area was built on 440 hectares in Tokyo Bay.
